???????The Secretariat for Central American Economic Integration (SIECA) has published two resolutions adopted by the Council of Ministers of Economic Integration (COMIECO) amending the Central American Technical Regulation on General Labelling of Pre-packaged Foods, RTCA 67.01.07:10. The changes introduce greater flexibility for complementary labelling and formally support Panama?s adoption of the regional food labelling framework.

The first amendment clarifies that the complementary label may be placed by the manufacturer, importer or distributor. This is relevant for companies operating across Central America, as it provides flexibility on where in the supply chain Spanish-language labelling adaptations may be applied before products are placed on the market.
The second amendment is specific to Panama. For products marketed in Panama where the original label is in English, the Spanish translation may be made available to consumers through computer or technological means as an alternative to a printed complementary label. This option also covers the information referred to in sections 5.7 and 5.8 of the regulation.
Panama?s adoption of RTCA 67.01.07:10 is also significant from a market access perspective. It aligns Panama with the regional framework already applicable in Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua, creating greater regulatory predictability for companies placing pre-packaged foods on the Central American market.

Both resolutions enter into force on 26 February 2027. Food companies distributing pre-packaged products in Central America should review their current labelling workflows, particularly the allocation of responsibility between manufacturers, importers and distributors. Operators supplying English-labelled products to Panama should also assess whether digital translation mechanisms, such as QR codes or web-hosted consumer information, may offer a practical alternative to printed complementary labels.
